Why the FDA Is Changing Makeup Labels in a Big Way

Expect to see these changes in the next two months.

The U.S. Food and Drug Administration (FDA) had not made significant changes to makeup regulations in decades, although the landscape has altered drastically with products and formulas people couldn’t have fathomed 80 years ago, until the Modernization of Cosmetics Regulation Act (MoCRA), which called for new packaging regulations. Recently, the media has begun to close in on these looming changes as the deadline for them to be made is rapidly approaching.

MoCRA was developed in December 2022 with a two-year deadline for manufacturers to adjust packaging. The most notable changes consumers will see include labels noting if the makeup is for professional use only, labels with information on how to report complaints and labels listing fragrance allergens.

These changes are sure to impact the cosmetic landscape, and we’ll soon see how. Director of Cosmetic Science & Regulatory Affairs Jaclyn Bellomo tells Healio, “I think it brings a level of confidence to the products that are sold in the U.S. Believe it or not, the U.S. is probably the highest cosmetic counterfeit country outside of China.”

Bellomo hopes the changes build confidence “that the products that are here have gone through the right process, and if consumers do experience a reaction or issue, they now know who to go to and how to handle it, whereas before, it was very confusing and consumers did not know what to do.”
